Winter Storm Uri, Five Years On: Which Parker County Homes Are Still at Risk

Uri produced over 500,000 Texas insurance claims and roughly $5.8 billion in payouts. The construction weaknesses that caused it are mostly still there. Here is where they are by home type.

In February 2021, a multi-day arctic outbreak did something to Texas housing that ordinary cold snaps do not. The Texas Department of Insurance recorded more than 500,000 insurance claims statewide and roughly 5.8 billion dollars paid, against a total estimated loss around 10 billion. Roughly 85 percent were property claims. Burst pipes were the dominant cause, and survey work afterward suggested something in the range of 16 percent of Texas residents had pipes freeze and rupture.

That is a remarkable share of an entire state’s housing stock failing in the same week. It happened because North Texas plumbing is built for North Texas winters — which historically means a hard freeze overnight and above freezing by afternoon, not four consecutive days below.

Five years later, most of those homes were repaired rather than redesigned. The underlying vulnerabilities are largely still in place. Which ones you have depends almost entirely on when your house was built.

If your home was built before roughly 1990

Your exposure is exterior wall supply lines.

Wall insulation standards were considerably lighter in the 1970s and 80s than they are now. In homes from that era, supply lines running through exterior walls sit in a cavity that gets much closer to outside temperature during a sustained freeze than most homeowners realize.

This failure mode is particularly relevant in the older neighborhoods of Weatherford, where a substantial amount of pre-1990 housing remains, and in the older parts of Springtown and the rural county.

It is also the worst failure to have, because a rupture inside a wall cavity is invisible. Water runs down inside the wall, into the base plate, and across the slab. In an unoccupied house it can run for a very long time.

What helps: knowing which walls carry plumbing, keeping cabinet doors under exterior-wall sinks open during a freeze so conditioned air reaches the pipes, and maintaining a slow drip on fixtures served by exterior wall lines.

If your home was built after roughly 1995

Your exposure is the attic and the garage.

Modern insulation standards largely solved the exterior wall problem. They did not solve the attic problem, because the attic is not inside the insulated envelope at all.

In newer construction across Aledo, the newer parts of Willow Park, and the subdivisions ringing Weatherford, the water heater and the HVAC air handler are typically mounted in unconditioned attic space, with supply lines running long horizontal distances up there before dropping into walls. During Uri, those attic runs reached ambient outdoor temperature. There is no amount of wall insulation that protects them, because the insulation is below them.

Garages carry the same problem. A garage is not conditioned space, and a water heater or supply line running through one is exposed to essentially outdoor conditions.

The severity here is a function of position. An attic rupture in a two-story home drains through both floors. It is the single most destructive residential water loss most restoration contractors encounter.

What helps: insulating attic plumbing runs and the water heater specifically, not just the attic floor. Knowing whether your attic has any provision for warm air circulation during extreme cold. Keeping the garage door closed during a freeze, which sounds trivial and is not.

The hose bib problem, which applies to everyone

Exterior hose bibs freeze, split, and then leak back into the wall when the line thaws. This is a small-dollar failure with a large-dollar consequence, because the water goes into the structure rather than onto the ground.

Frost-proof hose bibs help. So do insulated covers, which cost a few dollars each. Disconnecting garden hoses before a freeze matters more than most people think — a connected hose keeps water trapped in the bib where it can freeze.

The thing that made Uri worse than the sum of its parts

Every home failed on the same day.

During a normal isolated burst pipe, you call a restoration contractor and someone arrives. During a regional freeze event, every crew within an hour’s drive is committed, and has been since the first morning. Water runs in unoccupied houses — vacation properties, rentals, homes whose owners evacuated for heat — for hours or days before anyone reaches them.

This is the part of the risk that no amount of pipe insulation addresses, and it is the argument for knowing your main shutoff location before you need it. Being able to stop the water yourself in the first ten minutes is worth more than being first in a queue that is a thousand deep.

A short pre-freeze checklist

  • Find your main shutoff and confirm it turns. Usually at the meter box near the street or on an exterior wall near a hose bib. Do this on a mild day.
  • Disconnect hoses, cover hose bibs.
  • Insulate attic and garage plumbing if your home has it, which it almost certainly does if built after 1995.
  • Open cabinet doors under sinks on exterior walls.
  • Drip fixtures served by vulnerable lines — a slow, steady drip, not a trickle.
  • If you leave, shut the water off at the main and drain the lines. This is the single most effective thing on this list.
  • For rural properties on wells, check freeze protection on the well house, pressure tank, and supply line. These sit outside conditioned space entirely and fail before household plumbing does.

The seasonal timing point

Freeze content is worth reading in October, not in February. By the time a hard freeze is in the forecast, hardware stores are out of pipe insulation and faucet covers, and every plumber in the county is booked. The work is cheap and easy in autumn and impossible during the event.
